In La Guajira, the event “Weaving Energy Communities: coordination, knowledge, and monitoring” was organized – OTT

Building a just energy transition requires coordinating knowledge, institutions, and communities from the ground up. Within this framework, and as part of the actions of the Observatory of Territorial Transformations (OTT) in La Guajira, Colombia, ICSI co-organized the meeting “Weaving Energy Communities: coordination, knowledge, and monitoring.”

On September 24, 2025, at the University of La Guajira (Riohacha), about 50 representatives from civil society, the public sector, the private sector, international cooperation, and academia participated in this multi-stakeholder dialogue space, whose objective was to generate inputs to guide the formulation, implementation, and monitoring of Energy Communities initiatives, strengthening territorial coordination and the participation of local actors.

The space allowed for the exchange of experiences and the collection of key information to strengthen joint work with the territory’s energy communities.

During the meeting, a Collaborative Workshop was held to provide feedback on a participatory system of indicators designed to monitor the strengthening of these communities in La Guajira, promoting more sustainable governance and territorial development processes.

Among the main results of the meeting are:

  • Common measurement criteria, adapted to the social, cultural, and territorial reality of local communities.
  • Multi-stakeholder monitoring, which consolidates a collaborative work path and integrates the voices of the territory.
  • Generation of information for decision-making, providing inputs for public policies, strategies, and territorial management processes.

This initiative was co-organized with Transforma, Centro Regional de Empresas y Emprendimientos Responsables (CREER), Fundación Paz y Reconciliación (PARES), Programa de Desarrollo y Paz del Cesar y La Guajira (PDPCG), and R4D, with the support of the German Society for International Cooperation (GIZ).

This process is being developed within the framework of the Observatory of Territorial Transformations (OTT), a methodology built on Insuco’s experience and lessons learned for monitoring and accompanying transformations in the territories. Its implementation is led by ICSI and funded by the Ford Foundation.
