On August 20, 2025, ICSI organized and presented the Special Panel “Experiences in monitoring and analyzing territorial transformations and challenges for their implementation in territories with high indicators of violence, illegality, and informality” at the Permanent Seminar on Agrarian Research – SEPIA XXI in Oxapampa, Peru.
The presentations by Guillen Calvo, Executive Director of ICSI, and Raúl Molina, independent expert at Insuco, focused on how to consolidate transformative territorial coalitions in these areas, facing the challenges posed by the presence of high-value projects and the predominance of transactional negotiation spaces.
Gina D’Amato, Executive Director of the Alliance for Responsible Mining (ARM), presented initiatives to formalize Artisanal and Small-Scale Mining (ASM), a crucial player in the supply of strategic minerals, and how these can transition towards inclusive and sustainable development through certification tools for responsible practices and sustainability standards.
The dialogue was enriched by Jeanette Moreno Torres of ICSI, Anthony Bebbington of the Ford Foundation, and Silvana Vargas Winstanley of the Pontifical Catholic University of Peru.
The panelists highlighted the difficulties of forming transformative coalitions in asymmetrical spaces marked by inequality, which makes it difficult to change a territorial trajectory marked by a culture of transaction.
However, it was recognized that identifying the interdependence of these historical factors, together with promoting dialogue among legitimate actors and using instruments and metrics to operationalize and monitor territorial transformations, can provide us with conditions that enable sustainable dialogue. It is on the basis of these factors and their promotion through social coalitions that we can avoid repeating the mistakes of the past and achieve a just energy transition.
